2011 Board of Supervisors Redistricting
What is Redistricting?

Redistricting is the redrawing or adjusting of electoral district boundaries following the federal Census to account for population shifts and growth during the previous decade. The redistricting process is governed by the U.S. Constitution, State and federal law.

California Elections Code § 21500 requires the County Board of Supervisors to adjust the Supervisorial district boundaries every ten years following the federal Census so that the districts are as "nearly equal in population as may be" and comply with the Voting Rights Act. This year, the Board of Supervisors is required to redistrict the five Supervisorial districts using 2010 Census data. The County’s redistricting process will include broad opportunity for public review and input.

Contra Costa County is committed to an open and transparent redistricting process by hosting community workshops throughout the County, providing all maps and data on-line, and potentially the ability to create redistricting options on-line.


The 2010 Census revealed that Contra Costa County has 1,049,025 residents. Extracts of the data for California, counties, places (incorporated cities and Census Designated Placed or CDP) and census tracts are available on the Demographic Research Unit website.

August 9, 2011: Board of Supervisors Redistricting Public Hearing and Ordinance Adoption
On Tuesday, August 9, 2001 the Board of Supervisors approved the Ordinance establishing the approved map. The ordinance takes effect 30 days after passage (Sept 9th, 2001).

On Tuesday, August 9, 2011 at 10:00 am the Board of Supervisors will conduct a public hearing to consider adoption of an ordinance establishing the approved map as the new supervisorial district boundaries.

July 26, 2011: Board of Supervisors Approves Redistricting Map Proposal
The Board of Supervisors approved Map Proposal 17 D Amended on a 3-2 vote as the proposed new supervisorial district boundaires. On Tuesday, August 9, 2011 at 10:00 am the Board of Supervisors will conduct a public hearing to consider adoption of an ordinance establishing the approved map as the new supervisorial district boundaries. The following provides map and data for the approved redistricting proposal.

Board of Supervisors Public Hearing on Map Proposals
The Board of Supervisors held a public hearing on Tuesday, June 28th at 1 pm
to consider a report of Redistricting Map Proposals for County Supervisorial Districts based on 2010 Census data and public input received to date, and to consider approving a Redistricting Map proposal as the basis for an Ordinance to establish the decennial redistricting plan which adjust the supervisorial district boundaries for Contra Costa County.

Community Workshops

The Board of Supervisors and County staff is hosting Public Input Workshops throughout the County to provide an overview of the redistricting process, present map concepts, and receive comments and input. Please Note: The San Pablo workshops location has been corrected as of May 12th. A new workshop has been added in Lafayette on Wednesday, June 1st.
