The County Community Development Department assisted TRANSPLAN in developing an East County Bikeway Plan. The bikeway plan has been adopted by TRANSPLAN and all five of its member agencies (the Cities of Antioch, Brentwood, Oakley and Pittsburg, and Contra Costa County).

The plan includes both on-street and off-street bikeways. It was developed through a collaborative effort involving the staffs of TRANSPLAN member agencies and the local bicycle advocacy community, with input from a trail users group and the general public.

The plan provides guidance for planning and funding East County bike projects. In particular it will be useful in providing eligibility for State Bicycle Transportation Account (BTA) grants for regional bikeway projects in East County. The East County Bikeway Plan also will serve as the East County component of a larger, countywide bicycle plan being developed by the Contra Costa Transportation Authority.
