Property Conservation is comprised of Code Enforcement, Neighborhood Preservation Program, Residential Rental Inspection and the Weatherization Program. 

Code Enforcement handles code compliance complaints regarding building and zoning violations and can result in abatement of substandard housing. The division also handles mobile home inspections, house moves and PG&E disconnected services.

The Residential Rental Inspection Program inspects all rental properties in the unincorporated area of the county to proactively identify blighted and deteriorated housing stock and ensure the rehabilitation or abatement of housing that does not comply with State and local building, electrical, fire and plumbing code standards. The ordinance also promotes the safety and preservation of all single and multiple-family residential rental units and enhances the quality of life for residents of the County.

The Neighborhood Preservation Program provides no and low interest loans to low to moderate income households for rehabilitation projects.

The Weatherization Program is a Federal and State funded program whose purpose is to assist low and/or fixed income people in making their homes more energy efficient.
